It is learnt that at Niti Aayog a policy is being drafted with the principal of “Polluter Pays”. Under this policy a buyer of any ICE (Diesel or Petrol) vehicle will pay a cess and this cess shall be used to subsidize a purchaser of and Electric Vehicle. To ensure that the subsidy is not passed on by the electric vehicle manufacturer, the plan is to transfer the subsidy directly to the buyer.
